Question: Artificial intelligence (bionics, home automation, drone…) to the onslaught of the real economy.
Delegation: Kazakhstan

Honorable chairs, fellow delegates,

The term of Artificial intelligence was first coined in 1956 by John McCarthy. Artificial intelligence is a branch of computer science that aims to create intelligent machines that can mimic human decision-making processes. “Just as 100 years ago electricity transformed industry after industry, AI will now do the same” said Andrew NG former Chief scientist at Chinese web Service Company Baidu.
Artificial intelligence is set to improve the overall productivity and economic growth as well as boosting the international GDP 26% by 2030. Technology provides many benefits such as allowing instant connections around the world, and instant access to breaking news. It also helps in the medical fields as it improves research and diagnosis of patients and would lead to a better and faster treatment.

However, artificial intelligence is expected to disrupt the labor market in many ways. One of the real impacts humans face because of advancing technology is the loss of jobs and the economic displacement of workers. As thinking machines take over tasks once performed by humans. As prices continue to drop for advanced technology, the result is that machines cost less than a human does to complete the same work. It also leads to changes in the demand of skills in the labor market including an increased need for technical skills, uneven distribution of the effects across industries, income levels, education…. And new jobs created while other existing ones disappear.
Another factor is that when societies become too dependent on technology, humans begin to lose the skills that technology has replaced. Medical science proves that muscles that don’t get enough exercise, break down with time. The same happens to those skills and abilities no longer in use by humans because machines have taken over the heavy lifting.

Kazakhstani company Absolyte.Systems, involved in development of IT-technologies, has announced the creation of a Decentralized operating system with artificial intelligence DIOS Artificial Emotion Intelligence Technology .In fact, it is the next stage in development of Cloud computing. This new technology will help to improve the processing of data in the world of It-technology. Furthermore, this new chip system will ensure the implementation of more than 70 % of the tasks set by our Head of State in “100 steps”. In addition, we expect large investments in the Republic of Kazakhstan which will enhance our economy.
To expand on the issue concerning Kazakhstan, scientists have also created a self-learning artificial neuronal network called iSam which is capable of recognizing high-definition images, learning the patterns of the object and then recognizing them elsewhere.This artificial intelligence can be used in the Safe City project to integrate the video surveillance and will be able to analyze traffic jams as well as recognizing potentially dangerous situations such as unusual assemblies, possession of alcohol...

Furthermore, artificial intelligence is set to be used in the Kazakh healthcare. According to our Ministry of Healthcare Kazakhstan has 22 functioning online information systems, designed to collect statistical information and provide funding for the healthcare sector. The Kazakhstani government is currently working on several projects. By the end of the year, the ministry plans to implement a pilot program in the Unified Integration Platform, where each Kazakh citizen will have his or her own electronic health passport. Together with UNICEF, the government is also working to develop a Nurse and Care for Young Children mobile app, with introduction scheduled for December.
Also, Kazakhstan is planning to launch a pilot program incorporating artificial intelligence (AI) in oncology treatment (the study and treatment of tumors) by the end of this year. The technology will help doctors identify time qualitative diagnosis which will contribute to a better treatment. This technology is able to provide background information based on analyses published in scientific journals. The procedure of implementing artificial intelligence in Healthcare on a national scale could contribute to the increase of productivity for healthcare workers and the population’s satisfaction with medical services.

The delegation of Kazakhstan believes in order to tackle the issue at hand a few measures should be taken into consideration such as informative public campaigns about the capacities, the limitation and the future of these technologies. Educate and train the citizens for jobs of the future and Aid Workers in the Transition and Empower Workers to Ensure Broadly Shared Growth.
