Question : Which resolutions to adopt against terrorist acts ?

On February 16th 2018, Ethiopia was declared a state of emergency. The Foreign and Commonwealth Office (FCO) advised against all travel to: “areas within 100 km of the Ethiopian border.” Today, terrorism is not only disrupting tourism in Ethiopia, but also creating a dangerous atmosphere for civilians to live in. The threat from terrorism has never been greater in the country. Ethiopia has suffered a significant amount of terrorist attacks in the past 2 years. For example, following two separate explosions at hotels in Gondar in January 2017, there was an explosion at the Florida International Hotel, in Gondar as well, the following month. In addition, Ethiopian forces have persisted in fighting against the terrorist group Al Shabaab for over 4 years now.
But terrorism doesn’t only concern Ethiopia, it’s a world wide issue that every country has to deal with, and the reason of tragic incidents, such as the September 11 attacks in the US, the war trenched cities of Iraq, or even the Paris bombing in November 2015. Those episodes are reminders of the importance of unity between countries, to stop this global issue. So how can this problem be stopped or at least minimized, since attacks can occur anywhere in the world, with little or no warning?
While visiting Ethiopia's capitol city, Addis Ababa, Obama repeatedly expressed his strong interest in learning from Ethiopia's counterterrorism (CT) efforts. He said:” That’s an area where the leadership of Ethiopia is making a difference as we speak […] So, our partnerships formed with countries like Ethiopia, are going to be critical to our overall efforts to defeat terrorism." But what makes Ethiopia's doctrine so successful? Trust-building, understanding fears, and sharing a common vision is at the center of the Ethiopian doctrine. It mainly focuses on public deliberation, training, and arming units in liberated areas, so they can ensure their own peace. The political work mainly involves consultation with local communities, and helping them in organizing, and arming themselves, in order to fight back against threats.
To combat terrorism, the only solution is for countries to cooperate, and work together, hand in hand. This is why, the delegation of Ethiopia hopes for a constructive debate, that will lead us one step closer to resolving this issue.
