Taking into consideration the fact that the decriminalization refers to the abolition of criminal sanctions for certain acts despite that some fines are not to be excluded,
Approving that Portugal, according to the law n° 30/2000 decriminalized consummation and possession of low doses of drugs (cannabis: 25g) for personal uses,
Recalling also that an eventual irregular consummation of drugs in public area is sanctioned by fines or other penalties going until compulsory detoxification,
Bearing in mind queries and doubts concerning the decriminalization of this drug,
Considering social, economic and politic excesses that this drug can cause,
Having studied the social, economic and others consequences brought by decriminalization of cannabis,
Noting the social and medicinal progresses due to decriminalization of cannabis,
Congratulating the diminution of drug addict impact on criminal justice,
Commending the decrease of consummation of cannabis for the 15-19 years old in Portugal,
Convinced of health benefits concerning neuronal disorders that the decriminalization of cannabis can bring,
Observing the increase of pharmaceutical interest concerning advantages of cannabis,
Willing to put forward the cancerous cell’s slowdown provided by cannabis use in medicinal area,
Assured of the efficient use of cannabis in many epilepsy cases,
Underlining particularly the positive impact of cannabis for prevention of cardiovascular diseases and decrease of amyloidal plaques
causing Alzheimer,
Reaffirming benefits linked with cell functioning that contains endocannabinoid system of cannabis,
1. Recommends decriminalization and not legalization of cannabis, for personal and medicinal uses;
2. Approves prohibition and punishment of self-medication with cannabis;
3. Affirms the control of cannabis traffics in the public area under penalty of 4 to 12 years;
4. Decides to prohibit and punish self culture of cannabis;
5. Calls to criminalize possession of uncertified cannabis seeds;
6. Calls to criminalize sales of culture equipments for personal uses;
7. Allows some medicinal certified solutions as “Sativex” in order to treat multiple sclerosis;
8. Considers essential the establishment of mandatory training linked with cannabis in the medical domain;
9. Calls to designate the maximum cannabis dose to 25 g to consume personally for 10 days;
10. Confirms the key role of drug rehabilitation centers on decriminalization of cannabis;
11. Affirms that the decriminalization of cannabis under strict control has profits for the cure of brain diseases.
