TOPIC : North korean threat : what sanctions to adopt ?
SPONSOR : United Kingdom
The Security Council,
Recognizing North Korea, officially known as the Democratic People’s Republic of Korea, as a totalitarian regime, responsible for multiple violations of human rights
Deeply concerned about North Korea’s nuclear weapons program, from which we count more than six nuclear tests between 2006 and 2017, therefore posing a problem of peace in the region and beyond and violating the Treaty on the Non-Proliferation of Nuclear Weapons,
Taking into consideration the previous Security Council resolutions sanctioning North Korea’s nuclear tests passed between 2006 and 2017,
Recognizing the UN Security Council Sanctions Committee on North Korea, established by the Security Council on the aftermath of the first north korean nuclear test in 2006, providing annual reports on the matter,
Noting with regret the inefficiency of the financial and economic sanctions on the cessation of the north korean nuclear weapons program,
Invoking the Chapter VII of the United Nations Charter which allows military action to « restore international peace and security »,
1. Condemns in the strongest terms the nuclear test conducted by North Korea on 28 November 2018 in violation of the past Security Council’s resolutions ;
2. Reaffirms that North Korea must stop its nuclear weapons program and any activities related to it ;
3. Calls upon the States to support any military actions in North Korea if a missile were to strike on the US soil or neighboring regions :
a) by sending armed forces coordinated to the US military force to put pressure on the north korean governement ;
b) by sharing information about the north korean military strategy ;
4. Strongly condemns the violation of Resolution 2375 by any company, market organization or individual, such as the proceeding of a joint venture with North Korea ;
5. Urges the States to inform about any past or ongoing violation of previous Security Council’s resolutions on North Korea, by seizing and inspecting any vessel that the Member State believe is involved in trades prohibited by those resolutions;
6. Expresses concern about the terrible living conditions of the people in North Korea, related to major insecurities in medical care and food supply with 41% of undernourished persons ;
7. Decides that it shall keep restricting North Korea’s commercial trades if the government doesn’t stop the nuclear weapons program and the launch of missiles.
